The WICKHAM 38 Trolley was purchased by the Division of South-Link Railway Construction, Department of Transportation, Taiwan Provincial Government. It was built by Wickham Rail, a company formed after D. Wickham & Co. Ltd. was acquired by Bruff Rail, and arrived in Taiwan around mid-1990.
As a railway inspection car serving senior officials and VIPs exclusively, the Trolley features a minimalist interior décor similar to that of a passenger car. There are control cabs on both ends of the Trolley, allowing the driver to conveniently switch directions for passengers to inspect the rail tracks.
